 Dan Miller called the meeting to order at 9:00. Curt Mitchell moved to accept the Agenda as presented; Roy Sisson Jr. seconded the motion.

Motion carried 3 – 0.

 Now on this day, the Commission – attended a meeting of civic officials in Louisiana to discuss issues of mutual concern. The purpose of these meetings is to share information and help each other with awareness of projects underway and concerns which may exist. Items discussed include tourism, road projects in the area, concerns about river levees being raised, economic development, enhanced enterprise zone and port authority. The Commission met from 9:30 to 10:30 on these issues, and then traveled to the “chip and seal” renewal project on CR 130. CR 43 is also receiving much needed attention after the pipeline equipment left them in disrepair last year.

 Now on this day, the Commission – after lunch the Commission visited CR 43 and 130 again to view the restoration work being done by Blevins Asphalt. The Commission also viewed CR 216, 219,236,237 and 307.

Now on this day, the Commission – discussed a request from Clopton R-3 Schools for the county to pay their share of their legal bill for advice on the Holcim Tax Protest. After discussion the Commission could not recall there being an agreement for taxing entities to share in this bill. Their remembrance of the issue was that Clopton was seeking this advice on their own.

Now on this day, the Commission – received an invitation to look at a competitors dust control work in Audrain County . They agreed that they should go take a look at this work.

 Now on this day, the Commission – Approved Abstract of Fees for Recorder Sherry McCarty, for May 2010.

   Dan Miller called the meeting to order at 9:05. Curt Mitchell moved to accept the Agenda as presented; Roy Sisson Jr. seconded the motion.

Motion carried 3 – 0.

 Now on this day, the Commission – reviewed the following budgets with the County Clerk : General Revenue, Law Enforcement, Road and Bridge, Assessment and 911. Revenues across these county budgets continue to slip some in 2010 but the Elected Officials are spending less; so far revenue is down but expenses are less as well.

 Now on this day, the Commission – received some nice comments on the mowing and road work by the County, on roads that were formerly in the Clarksville Special Road District.

 Now on this day, the Commission – further discussion was held about the abandoned county road coming off CR 27, that was reviewed last week. Commission agreed not to take on this additional work. First, it is an abandoned county road. There are no people living on the road and one of the land owners is strongly opposed to work being done on the road. Roy Sisson called the Kohl’s and explained their decision

 Now on this day, the Commission – reviewed the possibilities for adding one part-time temporary employee, to replace a dismissed employee. This Is needed to help out with the additional summer work.

 Now on this day, the Commission – after lunch, the Commission visited CR 139 and 130. The Commission inspected preparatory work on CR 130 for an overlay with “chip and seal” scheduled for later this week.

 Now on this day, the Commission – received a request from Floodplain Development Supervisor, Al Murry, concerning a land owner who is in violation of the county’s policy and has been for over a year. The Commission reviewed the issues involved and asked the Clerk to pen a letter giving the person 30 days to get in compliance.

 Now on this day, the Commission – received the Sales Tax Report for May with a slight improvement over last month. Sales Tax Receipts for 2010, when compared to 2009 for the same period, shows a 9.5% reduction in revenue.

Now on this day, the Commission – discussed with Carolyn Wisecarver the USDA grant for a Coroners Van and Security Cameras. This grant is near approval and we should hear on that very soon. Also discussed, another entity seeking some financial incentives from the County for locating here, the Commission expressed interest in meeting with them. Other discussions were questions we need answers for, regarding the location of a Port in Pike County .

Now on this day, the Commission – met with Dennis Helm of the Pike County Sheltered Workshop to discuss a proposal made by the Pike County Agency for Developmental Disabilities to the Workshop Board.

Now on this day, the Commission – met with Matt Walker of Great River Engineering and approved the pre-construction documents for Bridge 203 at Annada.

Now on this day, the Commission – Curt Mitchell moved to cost dust control to the public at $250. per 300 feet and to begin advertising as such. The increase in cost is due to the general economic requirements of the county. Roy Sisson seconded the motion, motion carried 3 – 0.

 Now on this day, the Commission – met with several groups from the county, who help people in need, including PICO, Hope Center , NECAC and Louisiana Evangelistic Outreach. There is $11,215.00 in FEMA Food and Shelter Grant funds available. Each agency was asked to describe their services, the increase in the demand and their loss of funds from the state. The need for service is critical. The Commission encouraged them to communicate with one another to check on some who may be visiting each of them, thus getting more than their share. In these poor economic times we need to make an effort to insure that some are not getting more than their share while others get nothing. After discussion with all organizations included, Curt Mitchell moved to divide the grant with $2,400.00 going to each group and Pike Pioneers receiving $4,015.00. Roy Sisson seconded the motion, motion carried 3 – 0.
