encouraged that Motor Vehicle
Fee and Motor Vehicle Sales Tax Revenue had improved as well as the half cent sales tax revenue. They discussed numerous
projects underway.
Commission approved that La Don Atkinson attend the MACTO Conference in Kansas City.

Now on this day, the Commission met with Jim Turner, County Coroner, on moving into the office in the Courthouse Annex. After review of his needs, the Commission approved his request for
use of office in the back hallway of the annex.

Now on this day, the Commission Curt Mitchell reported on the Regional Homeland Security Grant. Federal funds have been cut by half. Most of the funding will be used for improved radio
communication in the counties stretching from Perry on the South to Pike on the North.

Now on this day, the Commission After discussion of the request for assistance by counties, Curt Mitchell moved to provide $500. funding support for the Highway 54 Coalition, the group
working to provide a four lane Highway 54 upgrade in the future. Roy Sisson seconded the motion, motion carried 3 0.

Now on this day, the Commission visited county roads 474 and 491 after holding a meeting on 491 near Fishers Hog Farm. The purpose of the meeting was clarification with the landowners on
bridge and right of way details. The meeting was led by Shannon Howe, engineer on the project. Final details will be designed, with bidding on the project expected in late winter.

scheduled for the week. They are filing cracks and potholes on asphalt
and chip and seal roads. They will work on the Courthouse parking lot early Wednesday. They discussed several areas around
the county needing attention.
They are not grading right now because the dust is terrible. Grading creates a hazardous condition. Once we get some
moisture, the graders will go back to
work on the potholes. They are hauling rock to the worst areas and repairing them

Now on this day, the Commission reviewed the Capital Expenditure Report from PCMH required by the hospital financing agreement, a part of the original bond issue.

Home Health Building to the Courthouse Annex, formerly known as Kirks Funeral Chapel. Commission agreed to allow them to hire some assistance on moving days.

Fire Marshall Office granted a variance on their requirement to fence off the elevator operating area in the basement. Instead we can warn any technicians about the equipment by placing
appropriate signage and a yellow stripe around the area.

area for a meeting room and additional space for offices.

Now on this day, the Commission updated the Grievance Committee membership consisting of one commissioner, one elected county officer and one employee. Dan Miller named himself and Sheriff
Korte to this committee. The employee member is Kay Roberts. This will take effect on October 1, 2011.

Now on this day, the Commission met with Leroy Bowen on the big chug holes at the bottom of the hill on Pike 48. He is asking for some correction on the road. The Commission viewed Pike
48 and found it to be in good shape except for the chip and seal portion which does need patching. Recently, 108 tons of surfacing and 33 tons of base have been placed on Pike 48.

Now on this day, the Commission Curt Mitchell and PCDA Director, Carolyn Wisecarver, advised the remaining Commissioners on the topics discussed at the Highway 54 meeting in Vandalia,
Wednesday the 21st.

Now on this day, the Commission met with Steve Kullman, KTU Construction, Brian Haeffner of MoDOT, Macy Rodenbaugh of MoDOT. They presented Commission with an agreement which basically ask
for permission to utilize CR291 at Vera to by pass Highway 54 while they replace two bridges, one on the north fork of Noix Creek and Noix Creek. This project will begin approximately near
end of June and concluding near the first of September.

Now on this day, the Commission met with Sean OBrien, Road and Bridge Supervisor, to discuss current bridge work underway and various road issues which need clarification.

Now on this day, the Commission met with Donna Prior, who asked that Sherry McCarty, Patti Crane and Marty Morrison attend with her because she felt she wasnt comfortable by herself. She
brought up the statute upon which her mileage was not paid and certain reporting requirements for mileage which were required of her based upon this statute. She stated that this statute was
declared unconstitutional in 2002. Donna mentioned that the state auditors office does not require as much information as the Commission is requiring, such as the parcel numbers and the
road numbers. She threatened the Commission with a suit to be brought about by her State Association of Assessors. Sherry McCarty said she thought we should resolve this situation as it
reflected poorly on the county. Donna said that, according to a Supreme Court decision, the Commission had no control over her budget. Sherry asked Clerk Bob Kirkpatrick what the
Commissioners attorney said about this statute being unconstitutional. Kirkpatrick stated that, now that a legal suit had been threatened, we will ask the attorney to provide a legal opinion
on the statute in writing. The Commission thanked them for coming in. We will seek advise from legal counsel on these matters.

Now on this day, the Commission met with Diane Baber and looked over the former Kirks Funeral Chapel. Being satisfied with the building and its potential for solving space and storage
problems currently exiting in the Courthouse, Roy Sisson Jr. moved to purchase the former Harold Kirks building on Main St. at a price of $70,000.00, with the funds from the sale of the Home
Health Building to be used for the purchase. Curt Mitchell seconded the motion, motion carried 3 0. The Commission and Diane Baber signed a contract for sale on the building with closing
expected on or about October 3, 2011.

Now on this day, the Commission received the six month settlement from Patti Crane, Pike County Treasurer, with one
account black lined out. The
Commission sent the report back unsigned with a request for a complete report.

Now on this day, the Commission met with Kyle Durham, county resident, who complained about oil on his car from traveling down CR 312 running by the new Health building. Signs were placed
on the road on Thursday August 25th with the oil being spread on Sunday afternoon, the 28th. Mr. Durhams car was driven through the oil about 5:00 P.M. and the signs
were missing. He was asking for the county to pay for clean-up on the car. The Commission heard his request and expressed regrets that this occurred. They explained that they met the
expectations by putting up signs and regret that the signs were stolen. They explained that they cannot pay damages for his vehicles.

Now on this day, the Commission discussed buy back options on two John Deere graders with the sales person, Gary Million. The purpose of the visit was to clarify the buy back amount before
the budget sessions in January.

Now on this day, the Commission met with Sherry McCarty who discussed buying mums to beautify the area around the courthouse. The Commission agreed to allow an expense of $60.00 for
purchase of these mums.

Now on this day, the Commission met with Sean OBrien, road and bridge supervisor, on budget amendments to the Road and Bridge Budget. After review of the budget. Curt Mitchell moved to
make the following adjustment s to line items.
A. move $57,684.50 from line #390(Equipment) to line item #332(Materials Sales Tax)
B. move $43,000.00 from line #331(Materials) to line #332(Materials Sales Tax).
Adjustments to Revenue Line Item #135(FEMA Reimbursement) from #260,000.00 to $424,000.00, in recognition of the approved FEMA Reimbursements of $164,000.00 to Pike County for recovery from the blizzard in February, 2011 will be made once this money is received in Pike County. Additional line item adjustments in the Expenditures side of the budget will be made at this time.

Now on this day, the Commission discussed new colored maps indicating the areas affected by Plan H. These maps were provided by Nancy Guyton. Discussion centered around some alternatives
which the Corp of Engineers are running through their computer simulations. The alternatives are possibilities of levee additions or changes. Nothing has been decided yet as far as changes
to Plan H. These alternatives will simply provide more information as to the effect of different strategies for flood protection.

Now on this day, the Commission reviewed the Findings and Recommendations of the Bylaws Committee of the Neighbors of the Mississippi. They prefer that the majority representation issue
being put forth by the farming community be no more than 50%. They felt that a 13 member Governing Board with six farm representatives and six at large representatives with an elected
president be a good format for leadership.

Now on this day, the Commission accepted the resignation of Don Nacke from the Enhanced Enterprise Zone Committee. Don felt that it was a conflict of interest with his position as Bowling
Green Fire Chief. Commission appointed Charlie Perkins of Louisiana to this at large position and he accepted.

Discussed were utility rate advantages for MO. the port authority, the new fiber optic project being done by Ralls County Electric Coop and numerous other issues. The main focus of the
meeting was the new fiber optic line which will provide cable television as well as rapid internet service to rural areas. RCEC will be willing to expand these services to surrounding towns
and counties. The original agreement serves Ralls County and the RCEC service area in Pike County.

Now on this day, the Commission April Fronick, reporter for the Peoples Tribune, questioned the Commission concerning comments this morning by the County Assessor that she was going to
contact the taxing entities since we have not paid her mileage. The Commission explained that they are following legal advice on state statutes regarding mileage by the Assessor. They are
providing her with a vehicle to use or they will pay mileage on reports filed monthly. The reports must include the required information that verifies the use of her vehicle for County
Assessor business. They asked for parcel number of the properties being reviewed, roads traveled, miles traveled and date of the travel. The Commission denied that this is being done for
retaliation. They are trying to be wise stewards of tax payer funds by requiring better verification of personal vehicle use.

Now on this day, the Commission received a letter from County Assessor Donna Prior containing more complaints and a threat. The letter stated that she was not going to properly identify
and assess new construction within Pike County even though she claims that she has spent over 50 hours during evenings and weekends and has already driven hundreds of miles to do this during
the first six months of 2011. She threatens that she will contact the taxing entities to let them know that their new construction tax dollars will be about a quarter of what they normally
receive. She says this is because the Commission will not pay the mileage due her. The Commission provides the Assessor a vehicle to use and will pay mileage for use of her own vehicle but
she must file a request for reimbursement that contains the required information. The Commission sought legal advice on her mileage request and have followed that advice on this matter. The
statute allows the Assessor to do her job in the manner she chooses with the mileage reimbursement information being established by the County Commission. (RSM 53.135) Her letter basically
states that if the Commission relents and pays her for mileage she will go ahead and do her job but if they dont give in to her demands, she will not do her job as Assessor and will make
all the taxing entities suffer. The Commission declined to give in to her demands. Presiding Commissioner Dan Miller asked that a copy of her letter be attached to these minutes as part of
the public record.

Main Cross, for the sum of $71,900.00 This sale completes negotiation on this property which have been on going for several weeks. The retail outlet for the Pike Shop will now have a
location on the square making shopping more convenient for their customers.

Now on this day, the Commission received the Sales Tax Report for July from County Treasurer Patti Crane, indicating an average increase over July 2010 of about $4500.00 in each of the
four half cent sales taxes in Pike County. Gradually, we are getting sales tax revenues which are slightly better than they were in 2008 and 2009. This is good news because it represents a
little recovery in our local economy.

membership within Booneslick Regional Planning Commission (BRPC) and the desire to invite the mayors of towns in Pike County to a Booneslick meeting so they can learn more about the
advantages of membership with BRPC. Discussed problems with Jail Administration in various counties. Vandalism by in mates seems to be a problem shared by most counties.

Now on this day, the Commission discussed the need for our Road and Bridge employees to have a physical exam every two years to maintain their CDL status for the U.S. Dept. of
Transportation. When driving equipment requiring a CDL they are required to have paperwork showing that they have taken and passed this physical exam during the required time. The Commission
reviewed the requirement and determined that the cost of this exam is to be paid by the employee. The CDL is their responsibility and the exam relates to the CDL requirement. They can take
it with them if they take employment elsewhere. The employees are to schedule this on their own and may use sick or personal leave to get it done.

Now on this day, the Commission met with Public Health Home Hospice Board. Present were Tri-County Engineering Surveying Inc. Don Parr (surveyor) and City of Bowling Green council member

they would lay the approximately 615 of asphalt if material is provided by Home Health and or the City of Bowling Green.
Dan Parr(surveyor) indicated the survey included the entire county road which is now in the Bowling Green city limits. After this informational survey was produced there was no one
disagreeing on the ownership and boundaries of the city limits and road. Its evident all parties now need permission from Bowling Green to commence with the project.

Now on this day, the Commission met with Charles Chapius, Harris Guyton and Gary Hamilton who were here to express concern about the leadership and direction of Neighbors of the
Mississippi. They were dissatisfied that information is not being shared as rapidly as needed. Some farm families feel that meetings are being held and they are not being included. The
Commission met with county commissioners from Lincoln and St. Charles Counties last week to discuss issues with Corp of Engineer representatives. Apparently some people felt they should have
been invited to this Commissioners meeting in St. Charles and were upset that they were not invited. The Commission explained that it was not their meeting and that it would have been
inappropriate for them to invite persons to attend another counties meeting. The Commission agreed with County Clerk Bob Kirkpatricks view that we spoke for our citizens, including farm
families, quite well before the COE. Bob offered to resign from his position as secretary of Neighbors fo the Mississippi if they thought that would help.

Now on this day, the Commission met with Tom Dempsey concerning a request for road improvements on CR 419 for an agricultural enterprise. The Commission helped him understand that the
first 50ft. of improvements is under the control of MoDOT. He needs to start there with his request. Commission said they would look at the spot to see if there is something they need to do

Now on this day, the Commission met with leaders of the Pike County Public Health, Home Health and Hospice Board, including Jim Hanson, Susie Oberdahlhoff, Jerry Hickerson and
Administrator Justin Selle. They asked for clarification on who owns the road in front of the Home Health Building. They believe their survey indicates that the road was included in the plat
annexed by the City of Bowling Green. The Commission agreed to host a meeting with the City of Bowling Green. Health Board, and Surveyor to discuss the ownership of this road. The meeting
was set for Thursday, July 28th at 10:00 A.M.

Now on this day, the Commission reviewed the Road and Bridge Budget and found it to be very tight. So far our revenues are holding up, with expenditures running higher than normal. The
Commission has approved the use of asphalt with an improved base rather than using chip and seal. During June and July, several miles of asphalt roads have been laid by the Pike County Road

Now on this day, the Commission received notice that the County Clerks Office received $1,497.20 incentive reward money for conducting fair and efficient election services by maintaining accurate, up to-date voter registration lists. The voter registration is the primary responsibility of Barb Luckett with assistance from the County Clerks staff. We have received this incentive money for three straight years.

Now on this day, the Commission Sean OBrien, supervisor of the road and bridge department, expressed much pleasure with his crews work. They are working hard and well together. He gave
praise to LaDon Atkinson, his assistant, for his excellent work as well. Progress on the roads is coming along. We are mowing, replacing signs and grading roads today. He feels that the ten
hour days have been very beneficial. They have worked through breaks and lunch in order to get the hot asphalt laid. No overtime or comp time has been used this summer.

Now on this day, the Commission was addressed by Patti Crane, Treasurer, who inquired about the amount of General Revenue funds being transferred to Law Enforcement this year compared to
2010.

Now on this day, the Commission Donna Prior, County Assessor, came in and presented two pages of complaints to the Commission calling the Commissioners liars. Dan Miller asked her to leave
and then loudly told her to leave. Arguing ensued, with the County Clerk leaving the room. Her letter remained unread by her or the Commission therefore not printed here. Donna asked that
the letter and all comments during the meeting be placed in the minutes. As the Clerk left, no minutes were taken during this time. It would be unfair to place the unread letter in the
minutes without the other comments made during the same time by both parties. The whole situation ensued because the County Commission on July 11th, ordered that no raises be
given until January 2012, where upon raises would be given. Donna decided to give her employees a $.50 raise despite their request and did so. She didnt like the manner in which she was
treated by the Commission on July 7th and wanted to have her say with the Commission. Her comments were poorly received. Donna Prior had written an offer to the Commission stating
she would reduce the raises that she had already given to $.25 from $.50 if everyone employed by the county would be given a $.25 per hour raise. When the meeting reconvened, the offer was
rejected because we had already frozen salary and raises until January. We would have to amend budgets. Once a raise is given it is very difficult to retract it.

Now on this day, the Commission Approved Abstract of Fees for Recorder, Sherry McCarty, for June, 2011.

Now on this day, the Commission met with Carolyn Wisecarver to discuss the dismantling of buildings being planned at the Holcim site near Clarksville. Some of these buildings could be used
for storage by the companies transporting materials on the river. The Commission asked her to make connections with Holcim to determine if there are some ways these buildings can be used.

Now on this day, the Commission met with Shannon Howe, bridge engineer with Benton and Associates who presented bridge plans for project BRO-BO82(26) OVER Indian Creek on CR 443 near the
end of blacktop Y. This bridge is slated to be built in 2012. This bridge will be 24 wide and 110 long with pre-fabricated beams with three piers and concrete deck. Commission looked at
each page of the plans as they were reviewed and were pleased with the realignment of the bridge to reduce the erosion effect and will straighten the road somewhat. The engineers estimated
cost for the bridge is $300,000.00 with 80% of this paid by the federal government. The countys share will be about $60,000.00.

with funds remaining to do
patching and gravel on the roads for the remainder of the year. The Commission approved this action. Patching will occur on
CR282 later this summer.
CR219 will receive repair work later this summer but will not receive re-paving this year.

based on an offer from another public entity the Pike Shop. The Commission discussed that this would provide a good home for their retail

would help their organization. Roy Sisson moved to accept and execute a contract for sale of the Home Health and Hospice Building for a sale price
of
$72,000.00. The purchasers are the Pike Shop. They plan to move their retail outlet to this location. Dan Miller seconded the motion, motion

Now on this day, the Commission received a call from Frank Lawson at Port Maramac about services on their private road. We met with Mr. Lawson and Mr. Sencenbough previously and agreed
that the only services the county will provide are to grade the sludge off their private drive. We continue to do this each time after the water recedes off it, but that is the limit of our
service.

Now on this day, the Commission Curt Mitchell gave a report on attending County Government Day in Jefferson City on Wednesday sponsored by Senator Brian Munzlinger. The most noteworthy
item was the likelihood that federal bridge funds are going to be significantly reduced over the next five years. This presents a long range issue because this funding has provided 80% of
our funds on the largest bridges built in Pike County.

Now on this day, the Commission Curt Mitchell moved to pay $5,794.00 for a copier out of the Miscellaneous Fund for the Prosecuting Attorney. His copier is completely inoperable and no

Now on this day, the Commission met with Daryl Decker on another effort to form an insurance consortium. He briefed the Commission on his current effort with counties across the state.
Since Mercy and Coventry GHP have joined, making it possible to do a multi-county consortium. Several counties are going to bid with Mr. Decker. Commissioners agreed to be included in this
health insurance bid. We have no commitment to accept this bid.

Now on this day, the Commission received a letter from Bob Kirkpatrick, their representative to the Enhanced Enterprise Zone. The letter expressed the EEZ Committees decision not to
accept the application from True Manufacturing for tax abatements under the EEZ plan. True Manufacturing was already under construction before this ordinance was passed, thus they were not
eligible for consideration.

They mentioned how well Pike 310 had been fixed and expressed appreciation for the good work. They asked for consideration on having this road asphalted or chip & sealed. Commission expressed that our budget is stretched tight and we cannot do it this year. The Commission was asked if there was a priority list used to decide which roads were paved. The Commission expressed that the priorities are the roads which connect two state blacktop roads. Commission expressed that they would take note of their request and give it consideration for the future.

Supervisor, presenting a financial review on hot mix asphalt as of this
morning. Plans are to complete Ashley today, then to Magnesium Mine Rd.(CR139), then to Vo-Tech Rd, this week on the
asphalting. He gave a review
on FEMA Reimbursement for the expenses related to the Blizzard. Estimates for gravel replacement due to blading is
about $180,000.00 with the county's
reimbursement (at 75%) being about $135,000.00 Sean presented a cost estimate for the chip and seal improvement on
Pike 122 of about $70,000.00.

Now on this day, the Commission Curt Mitchell gave a review of the Mayors Meeting held last
Friday, where U.S. Representative Luetkemeyer spoke on
the current economic situation. He said the current proposed farm bill will likely pass and could end direct payments to farms; reviewed the
need to put people
to work on the development of our own oil and gas resources in the United States. We are being held back by the environmental groups who
object to this
development.

Now on this day, the Commission Sheriff Korte stopped by to visit the Commission. They discussed trying to use the Law Enforcement Restitution Fund to assist a victim in Clarksville who
had a lawn swing destroyed by a person fleeing from the law.

Now on this day, the Commission heard from Speaker of the House Tilley (in the Missouri House of Representatives) that he just formed an Interim Committee on 911 Access to try to find
additional funds to help with increased costs for 911. Cell phones are replacing land lines at an increasing rate yet cell phone users pay nothing for 911 services on their phones. Counties
are faced with reducing 911 services due to declining revenue from land line users.

Now on this day, the Commission reviewed the budget figures in terms of mid-term raises this morning as promised in January during final budget sessions. We were coming along nicely on
sales tax revenue increases until last months figures came in. They were down by over $16,000.00 in each fund, including general revenue, law enforcement and road and bridge. Due to this
huge decrease in one month, they postponed any further consideration of raises until January 2012.

Now on this day, the Commission and elected officials held a County Employee Appreciation Dinner on the Courthouse Lawn at noon. The officials paid for the food, with the main cook being
Bella Miller with assistance in set up and tear down by officials and the Road and Bridge Crew. The food was excellent as well as the fellowship.

Louisiana Special Road District #3 stating that they will not allow trespassing
on any of the Special Road District bridges nor
allow the unauthorized use of special road district property, including climbing
on or under the bridge and property connected to the bridge, fishing or causing
a situation that may hinder the flow of two way traffic on the
bridges or low water crossing. Commission thought this was a good idea and we
urge the Special Road Commission to put up signs in problem areas warning
citizens about this new regulation.
The Sheriffs Department is to be informed as well as the Prosecuting
Attorney.

day, the Commission discussed the need to delay any resurfacing on Pike 219
because we need to make improvements to allow the road
base to settle in several
spots before laying a hard surface
again.
We will work
to solidify these spots and improve the road now so that it can be ready for
resurfacing next summer.

of May, indicating a big drop in revenue for all four sales tax accounts.
Each one dropped about $10,000.00 for the month. We are still up for the year

assistance from the
They complained that the kids are obstructing the roadway by parking along the
sides of the road and on the bridge. Discussion centered around the enforcement
for safety purposes of No Trespassing Ordinances on County owned bridges.
Chief Deputy Baker and Prosecutor Mark Fisher came in and participated in the
discussion on the problem. The specific property in question is owned by the
Louisiana Special Road District #3. The Commission agreed that this is a
dangerous situation with mis-use of four wheelers, motorcycles and vehicles
which speed and spin on the bridge and on the roads. Trespassing is occurring
and obstruction of traffic on the bridge is also a problem.
We will work with the Special Road District, the Sheriffs Dept., Road and Bridge
Dept and the Prosecuting Attorneys office to improve this situation. Action
on this issue is the jurisdiction of the Louisiana Special Road District #3.
Now on this day, the Commission Carolyn Wisecarver gave an update including
approval of the Pike County Enhanced Enterprise Zone by the Department of
Economic Development and the Governors Office.
She mentioned other efforts underway for grant writing and progress on grants
with USDA. The Enhanced Enterprise Zone is a big benefit to
giving away our tax base in a long term abatement. The Commission commended
Carolyn Wisecarver for her excellent work on this achievement.
Roy Sisson moved to pay the dues $250.00 to the ECMODEV a regional marketing
group made up of communities and counties in our area. Curt Mitchell seconded

that, Ed OBrien, who represented the citizens present, stated that the County
Commission like Mayors and Governors have
the power to establish rules and ordinances to protect the people. After much
discussion and many questions the Commission agreed to pen a letter to the
attorneys and landowners to inform them of the concerns expressed
by the citizens of the area about the placement of this gun range in this
location.

backhoes for one new backhoe per state bid contract. The contract is for a CAT
430E to be purchased for $67,000.00 payable in February 2012.
